TICKET TO WORK SERVICES

Nearly 300,000 residents with disabilities in Los Angeles County are qualified Ticket-holders. They can use their tickets to get help in obtaining a job. This is where we come in. We are an Employment Network approved by the Social Security Administration that will work with you to meet your employment goals.

If you have been issued a Ticket-to-Work by the Social Security Administration, ARS can help you find paid employment that meets your needs.

What is the Ticket to Work and Self-Sufficiency Program?

The “Ticket to Work and Self-Sufficiency Program” was created by the federal government to provide incentive for employment agencies to assist adults with disabilities on SSI and/or SSDI to find gainful employment. A Ticket is issued to consumers who may bring it to any approved Employment Network to seek job placement assistance.

The Ticket to Work and Self-Sufficiency Program is an employment program for people with disabilities who are interested in going to work. The Ticket Program is part of the Ticket to Work and Work Incentives Improvement Act of 1999 – legislation designed to remove many of the barriers that previously influenced people’s decisions about going to work because of the concerns over losing health care coverage. The goal of the Ticket Program is to increase opportunities and choices for Social Security disability beneficiaries to obtain employment, vocational rehabilitation (VR), and other support services from public and private providers, employers, and other organizations.

Under the Ticket Program, the Social Security Administration (also referred to as the Agency) provides disability beneficiaries with a Ticket they may use to obtain the services and jobs they need from a new universe of organizations called Employment Networks (ENs). ARS is an authorized Employment Network, of the "Ticket to Work" program.

MAXIMUS, a private company, has been contracted by the Social Security Administration to function as the Operations Support Manager (OSM) and the Ticket Program Data Operations Center Manager (TPDOCM). It is MAXIMUS responsibility to administer oversight and process support necessary to sustain ongoing Ticket Program Operations.

Who is eligible to receive a Ticket through this Program?

The Social Security Administration determines which Supplemental Security Income and Social Security Disability beneficiaries are eligible to receive Tickets. Generally, eligible beneficiaries:

  • Are 18 or older and have not reached age 65
  • Are a Title II disability beneficiary (exceptions are stated in the legislation and regulations)
  • Are in "current pay status" for monthly Title II cash benefits based on disability (exceptions stated in the legislation and regulations) or
  • Are a Title XVI disability beneficiary (exceptions stated in the legislation and regulations)
  • Monthly Federal cash benefits based on disability or blindness under Title XVI are not suspended; and
  • The Social Security Administration records show:
    • a case is not designated as a medical improvement expected diary review case; or
    • a case is designated as medical improvement diary review case and the Social Security Administration has conducted at least one CDR and made a final determination or decision that the disability continues

What Can I do if I lost my Ticket?

If you received a Ticket from SSA, but threw it away because you didn’t know what it was or otherwise misplaced it, we can help you get a new copy of your Ticket.

What if I have already assigned my Ticket elsewhere?

The program is designed so that the consumer controls the Ticket. If for any reason you decide to change the Employment Network you are using to look for a job, we can help you transfer your Ticket to ARS.

What kind of employment services do you offer?

The employment service needs of each individual are assessed at the time of the intake interview. Our primary aim is to help the consumer successfully enter a paid position in a type of work that he/she is interested in. We provide information on how your benefits might be impacted by entry in paid employment, and provide job retention counseling, as needed.
